PRIME Alliance is a distinguished coalition that unites several reputable international manpower associations, collectively working towards the advancement of ethical recruitment and safe migration practices.
The acronym “PRIME” stands for Professional & Responsible International Migration Engagement, reflecting the core values and mission of the organization.
Our coalition includes the following esteemed associations:
- Europe, Canada, Australia & New Zealand Employment Providers of the Philippines (EC-ANZAEPP) - established in 2013
- Japan Employment Providers of the Philippines & Consultants' Association (JEPPCA) - established in 2015
- Philippine Employment Agencies & Associates for Corporate Employers in the Middle East (PEACEME) established in 2021
- Association for Professionalism in Overseas Employment (ASPROE) - established in 1986
- Overseas Placement Association of the Philippines (OPAP) established in 1977 and the pioneer association in the overseas manpower industry.
Together, these associations represent over 200 licensed Philippine recruitment agencies that have earned recognition from the Department of Migrant Workers (DMW), the regulatory authority overseeing overseas employment programs. As a steadfast partner of the DMW, PRIME Alliance champions fair recruitment practices, ensuring the welfare and protection of Overseas Filipino Workers (OFWs) while promoting safe and transparent migration pathways.

Association for Professionalism in Overseas Employment (ASPROE)
Founded and registered with the Philippine Securities and Exchange Commission (SEC) in 1986, ASPROE is the first and only association of landbased recruitment agencies and service contractors who do not collect any placement fees from the Filipino overseas workers.
Our Purpose
- To establish and maintain professional standards and ethical business practices in the overseas employment industry.
- To promote and protect the general welfare and enhance the image of the Filipino overseas worker.
- To cooperate with the government in the formulation and implementation of the overseas employment program.
- To support the government in optimizing benefits to be derived from the overseas employment industry, particularly in foreign exchange and overseas employment generation.

Overseas Placement Association of the Philippines (OPAP)
The Overseas Placement Association of the Philippines (OPAP) serves as a government-accredited Pre-Departure Orientation Seminar (PDOS) center, with a core objective of empowering Filipino workers for their international endeavors.
